Political Pressure

Certainly too the prevailing political climate in a country affects the overall performance of the public sector. Public sector extension in Pakistan is no exception. Political figures routinely involve themselves in the functioning of the Department and exert pressures on the basis of political affiliations in order to safeguard sectarian interests (Dawn 1998). As recounted by one upper level official in the public sector: 'It is very hard for us to bring a negligent worker or employee to book if the person is popular among the political elites of the area.' The involvement of elected members of parliament in the day-to-day working and administrative matters frequently creates inefficiencies within the Department of Agriculture by placing political expediency over sound organizational judgement and agricultural policy. It also contributes to organizational stasis making change that much more difficult.
